The Fucking Stupid Initiative again

I am somewhat late on this story, but I was rather busy at the time.
A 15-year-old boy is being prosecuted in connection with the case of a girl who fell pregnant at the age of 11.
The girl from West Lothian - who would become one of the UK's youngest mothers - told a newspaper that she was looking forward to having her child.

My attention was originally drawn to it by the vituperative Bawbags, who was justly pissed off.
Her mum said
"I'm not ashamed of my daughter at all - in fact, I'm proud of her for keeping her baby."

Therein lies the problem.

The woman shouldn't be ashamed of her child. What could your child ever do to make you ashamed of them?
No, she should be fucking mortally ashamed of herself for failing as a parent so spectacularly.

Fucking hell! Your 11 year old daughter smokes, goes out on the piss in Edinburgh and is having a fucking baby!
Some cunt, somewhere in authority needs to take the fucking kid gloves off and say enough is enough. You, missus, have fucked up royally.

Would it be too much to expect someone, somewhere to suggest that there may be a charge of neglect to be answered here?

A very good question, methinks. One also has to ask also, since she "smokes up to 20 cigarettes a day", where the girl gets her fucking cash from? Oh, had on, I imagine that it is us, the generous taxpayer, eh? I can't afford to smoke 20 fags a day and I work for a living: how much fucking free moolah is she being given? And since she is obviously putting her baby at risk, shouldn't that money be taken away?

But let's look at the actual pregnancy issue, because it is relevent to something that I wrote in January. The report has this to say:
The case has prompted calls for a better teenage sexual health strategy in Scotland.

Green MSP Patrick Harvie said it showed that deficiencies in Scottish sex education must be addressed.

Mr Harvie, co-convenor of the Scottish Parliament's cross-party group on sexual health, said: "I think we need to do away with this notion that sex education is everywhere and that young people have got all the information they need.

"There are a lot of myths out there and sex education is quite patchy in this country.

"The sexual health and relationships strategy from the Scottish Executive - the implementation of that is going on at the moment - needs to lead to much more comprehensive sex education."

Yes, the sex education in Scotland is a massive pile of shit, as was illustrated by a primary school teacher friend of mine.
The government and the Scottish Executive have made much of their improved sex education, and obviously they are to be lauded for these efforts. Unfortunately, some of it is completely pointless, as my friend explained.

She is not allowed to teach her kids about contraception.

Yes, you did read that right. She is allowed to teach them about sex, but not contraception. She can teach them about how babies are made, but not how you can have sex without getting pregnant. She can teach them about Sexually Transmitted Diseases, but not how they might protect against them. She is supposed to get them to talk to their parents; she can, indeed, direct them to their parents, but she, herself, is not allowed to tell them about contraception.

Don't you think that this is a fucking brilliant strategy? Well done to the Scottish Executive, a totally sodding spastic organisation which is led by a serial adulterer who enjoys wearing a leather kilt. Tell you what, I'll call this: Jack McConnell is a useless, lazy, thick-as-shit twat which the charisma of half a brick.

I dubbed this protocol the Fucking Stupid Initiative, a piece of wordplay which amused me in a way that the policy that I describe does not. I mean, for fuck's sake: how thick are these people?
